The prophets saw the return arriving fast, carried "on eagles' wings." In 1949 the verse became an airline manifest: Operation On Wings of Eagles flew the Jews of Yemen home. A first taste.
Nearly half of the world's Jews already live in the land — a share unseen since the days of the First Temple. And when the ingathering crosses half, the era itself turns: a majority of Israel dwelling in Israel restores what exile suspended — the count of the Yovel, the mitzvot of the land in their fullness, a nation whole in its place. Gathering the remaining half is a task with a size: 8.6 million people.

The sages read one verse as two roads. If we merit it, the return is hastened — achishena, carried by wonder. Otherwise it comes in its time — b'ita, built by human hands. This document walks both roads: a semi-miraculous plan measured in days, and a fully natural plan measured in months.
This is the semi-miraculous plan. It takes on the one natural problem — bringing 8.6 million Jews to Israel as soon as physically possible — with the understanding that on arrival, things change: every family that lands is fed, housed and cared for from the moment it steps onto the tarmac. The plan is pure transport, flown through the runways Israel already has.
The plan carries each family to the tarmac by natural means; from there, they are received — food, housing and care are there. So the work of the plan is logistics: seats, runways and hours.
Demographers count about 15.8 million Jews worldwide under the core definition, of whom about 7.2 million already live in Israel. The mission moves the other 8.6 million — roughly 2.9 million households.

Nine hundred wide-body planes join the shuttle, drawn from the world's carriers — averaging 450 seats and four to five sorties a day each. Feeding them is everything else that flies: narrow-bodies, charters, any airline, any airport.
The airlift runs as a relay. Any aircraft anywhere carries families one leg, into five staging hubs ringing the Mediterranean and the Gulf. From the hubs, the wide-body shuttle runs a warm loop into Israel: land, board, airborne again in forty-five minutes, around the clock.
Israel already has the runways. Ben Gurion and Ramon receive around the clock, and six military airbases open their strips to the shuttle — eight receiving runways in all, each with fuel and a deplaning apron. The first flight lands on day one.
Eight runways, twenty landings an hour each, around the clock: about 3,800 wide-body arrivals daily, 450 people on each. 1.7 million people a day step onto Israeli ground at full rate — enough to carry all 8.6 million in five days of flying, which the schedule spreads across a ten-day operation.
The fleet is sized to carry everyone in five days at full rate — but a relay this size cannot start or stop at full rate. Day one lands the first flights while 900 wide-bodies are marshaled and registration runs worldwide; by day three the shuttle reaches 1.7 million a day and the great lift carries the remaining 7.6 million. The last scheduled flight touches down on day eight. The final two days are stragglers, close-out, and the margin any operation this size has to hold.
With absorption met on arrival, the bill is an aviation bill: about twenty billion dollars, most of it jet fuel.

In this plan the whole process runs by natural means, with the world's resources committed to it as one mission. Every family that lands moves into a permanent home, with a school, a clinic and a job, built on the same schedule as the arrivals. The plan runs on one rule: arrivals are paced to absorption. Two numbers govern everything, and they are kept equal — homes completed per month, and people arriving per month.

Homes set the pace. With the world's resources applied, homes, classrooms and clinics are finished at about 120,000 households per month — roughly 65,000 existing homes turned over through the exchange, and 54,000 new modular units completed. The governing rule follows directly: every family boards with its home already assigned.
At 120,000 households a month, about 360,000 people arrive every month — 12,000 a day, every day, for two years. For scale: the largest aliyah year in Israel's history brought about 239,000 people. This plan sustains that volume roughly every three weeks.
Thirty to forty wide-body flights a day land at Ben Gurion, alongside its normal traffic. Families fly direct from twenty origin hubs, clear a streamlined aliyah desk, and are met by name. A small network of transit absorption centers covers the days between landing and moving in.
Registration opens worldwide in month one, and every family receives a wave assignment with a date, a destination and an address. The first wave is the people who can move immediately — families with relatives to stay with, and communities in urgent need. The following waves board as their homes are finished, region by region.
In this Geula scenario, Israel's non-Jewish residents — including the Palestinian Authority and Gaza — happily relocate into the homes the immigrants leave behind in New York, Paris, London and the rest of the world. The exchange runs at the same monthly pace as the arrivals: about 65,000 households a month move out as 65,000 immigrant families move in, and the aircraft that land full fly out full, carrying the relocating families to their new homes abroad. The diaspora leaves behind about 2.9 million homes, so there is a home abroad for every departing household, with a surplus.
The other 1.3 million homes are new construction: thirty towns on the Negev axis around Be'er Sheva, Dimona and Yeruham, in the Galilee hills, and on the coast south of Ashkelon. China leads the build with the modular systems it uses at home — roads, grid and water go in first, then finished apartment blocks arrive by ship and are assembled in weeks. These are permanent towns from the first day: every one opens with its schools, clinic and commercial street already built. The first town is occupied in month six, and the build rate reaches 54,000 units a month.
Demand grows month by month, and supply is built on the same schedule. Chinese power ships anchor at Haifa and Ashdod in the first months and bridge about four gigawatts while gas turbines and Negev solar farms are installed, roughly doubling the grid by month eighteen. Four new mega-desalination plants come online in months twelve to twenty-four, ahead of the water demand curve. Food imports rise gradually to about 500,000 additional tonnes a month, through Haifa and Ashdod.
Most of what the newcomers need, the newcomers bring. The 8.6 million include about 100,000 teachers and 50,000 medical professionals, certified fast-track and posted to their own communities.
Spread over two years, the program costs about 0.4 percent of a single year of world GDP. Housing and absorption support carry the bill.
Israel has done this before. Between 1948 and 1951 the new state doubled its own population, absorbing about 690,000 immigrants. In the 1990s it took in a million people from the former Soviet Union — a fifth of its population — inside a decade. This plan grows the population by 87 percent in two years, with the world's resources behind it.
Worldwide registration and wave assignment. Power ships arrive, the first town sites break ground, the exchange begins, and Wave 0 — 600,000 people with family housing — lands.
The first new towns open and the build rate climbs toward 54,000 units a month. Arrivals ramp to the full pace of 360,000 people a month, matched to completions.
The machine runs: 30–40 flights a day in, return flights out, 120,000 households settled a month, water and grid capacity landing on schedule ahead of demand.
The final wave lands and the transit centers close. Integration continues for years — ulpan, careers, communities — but by month 24, every Jew who registered is home.
